What is a Nursing Home Complaint and Why Is It Important?
A nursing home complaint is a formal objection regarding the quality of service elderly people receive in a nursing home, the attitude of the staff, or the physical conditions. As of 2026, there are over 2,500 nursing homes in Turkey, and elderly individuals may experience rights violations in many of these institutions.
The nursing home complaint mechanism can be used in the following situations:
- Inadequate nutrition and healthcare services
- Physical or psychological abuse
- Failure to protect personal data
- Restriction of rights and freedoms
- Financial abuse and unauthorized expenses
- Inadequacy of hygiene and sanitation standards
Legal Framework Regarding Elderly Care Services
Elderly care and nursing home services in Turkey are regulated by various laws. The Social Services Law and regulations set by the Ministry of Family, Labour and Social Services define the standards and responsibilities of nursing homes.
Main Legal Provisions
- Social Services Law: Defines the basic rights of the elderly and nursing home standards
- Elderly Care Homes Regulation: Defines criteria for workforce, physical conditions, and service quality
- Patients' Rights Regulation: Protects the rights of elderly individuals receiving health services
- Nationwide Nursing Home Inspection Standards: New inspection mechanisms implemented starting from 2024
Nursing Home Complaint Application Channels
You have multiple options regarding filing a nursing home complaint. Which path you choose depends on the nature and urgency of the complaint.
1. Nursing Home Internal Complaint Mechanism
First, the nursing home's own internal complaint system should be used. All nursing homes are required to provide the opportunity to file written or verbal complaints to the director or the responsible person.
- Written applications must be received
- Parties must receive a response within 30 days
- The application must be recorded in the minutes
2. Application to the District Headman (Muhtarlık)
The elderly person or their guardian can file a nursing home complaint with the headman's office (muhtarlık) of the neighborhood they are located in. The headman must officially record the application and forward it to the relevant institutions.
3. Application to the Ministry of Family, Labour and Social Services
Complaints can be filed through the district directorates of the Ministry or remote access channels:
- E-Government Gateway: Written application via www.turkiye.gov.tr
- Application Centers: Social services directorate in the district
- Phone: Ministry call center (144 or 1600 800 82 85)
4. Petition to the District Governorate
In emergency situations where elder abuse is concerned, a direct application can be made to the district governor (kaymakam). In this case, a legal investigation must be initiated by the director or headman.
5. Application to the Police and the Chief Public Prosecutor's Office
If the nursing home complaint involves physical violence, sexual abuse, or severe rights violations, a criminal complaint can be filed directly with the police department or the prosecutor's office.
